Cornel A. Holder

As the Administrator of the Defense National Stockpile Center (DNSC), Defense Logistics Agency (DLA), Fort Belvoir, VA, Mr. Holder directed the field organization responsible for managing the National Defense Stockpile (NDS).  The NDS mission is to reduce the U.S. dependence on foreign sources of strategic and critical materials during national emergencies. Mr. Holder directed a multi-billion dollar commodity sales organization with a worldwide customer base. He was recognized as a leader in the global commodities sales industry. He led a geographically dispersed multi-functional staff of Directors and Distribution Facility Managers in the Defense Logistics Agency (DLA) headquarters and nine staffed depots nationwide. He directed long-range corporate strategy and business plan for the sale and disposal of excess Stockpile inventory consisting of 40 commodities at 20 locations nationwide with a market value of $1.5 billion. He managed streamlining operations of the Defense National Stockpile Center (DNSC) in both downsizing DNSC staff and vacating excess storage sites.

Mr. Holder became the DNSC Administrator in February 2003, responsible for the management of a network of depots and storage sites.  He served as the Deputy Administrator from September 2000 until his appointment as Administrator.

From 1996 to 2000, Mr. Holder served as the Director of DNSC’s Contract Directorate at the DLA headquarters as the principal contracting official, managing and guiding worldwide acquisitions and disposals for DNSC.

Previously, Mr. Holder was the DNSC Zone Administrator responsible for managing Midwest operations at 19 storage sites with inventories of National Defense Stockpile materials then valued at $9 billion.

Mr. Holder, a native of Chicago received his Bachelor of Arts degree in Political Science from Wilberforce University.  He was selected for the first Mater of Business Administration program sponsored by the Center of Excellence on Logistics and Technology.  He received his MBA from Indiana’s Kelly School of Business together with a certificate in Logistics and Supply Chain Management from Kenan-Flagler Business School of University of North Carolina at Chapel Hill.

Mr. Holder is a graduate of the Federal Executive Institute and is a recipient of numerous awards and recognitions.  In 2007, he received the DLA Senior Leadership Award, and in 2009 the DLA Exceptional Civilian Service Award.  He retired from Federal Service in January 2010 with over 34 years of Government experience.  Mr. Holder was also recipient of the DLA Distinguished Career Service Award.
