Secretary Dean G. Popps

Former Army Acquisition Executive & Acting Assistant Secretary of Defense for ALT

Dean Popps served at the Department of Defense from 2003 to 2010 and retired as a decorated political appointee and Army Civilian in 2010.

He was most recently the four- star civilian equivalent Army Acquisition Executive and Acting Assistant Secretary for Acquisition Logistics Technology (ALT) for two and one-half years after having served as the Principal Deputy Assistant Secretary ALT and Director of Iraq Reconstruction and Program Management for three and a half years prior to assuming the top post under Title 10 authority of the US Code.

In April 2009, at the specific request of the Office of the Secretary of Defense, then the Honorable Robert Gates, he held over into the new Administration to continue leading the Army’s 42,000 plus Acquisition workforce and Program Executive Offices (PEOs) managing 600+ Army Programs of Record (PORs) from the Bush Administration to the confirmation of his Obama Administration successor in March 2010.

Mr. Popps has a special interest in preserving the security and integrity of the Supply Chain of the Department of Defense and working to stockpile critical material needed to meet cost, performance and schedules in all Army Programs affecting the Nation’s security.
